In a large bowl, combine the mashed potatoes, shredded cheese, cream cheese (if using), egg, 2 tablespoons milk, garlic, chives, and a pinch of salt and pepper. Mix until just combined and fluffy, then check the consistency; you want a cohesive mixture that holds its shape when scooped.
Using a small scoop or two spoons, portion the mixture and roll into small balls about 1.5 inches in diameter. If the mixture is too sticky, refrigerate for 10-15 minutes to firm up.
Optional coating: roll each ball in breadcrumbs to create a crunchy outer layer.
Place the puffs on the prepared baking sheet, spaced apart. Lightly brush the tops with melted butter for extra color and shine.
Bake for 15-20 minutes, turning once halfway, until the puffs are golden and the edges are crisp. The centers should be soft and pillowy when you press them gently.
Remove from oven and let rest for a couple of minutes. Serve warm with your favorite dipping sauce or a dollop of sour cream infused with a pinch of chives.
